The 16^th China Beijing International High-tech Expo (CHITEC), which is jointly hosted by the Ministry of Science and Technology, the Ministry of Commerce, the Ministry of Education, the Ministry of Industry and Information Technology, State-owned Assets Supervision and Administration Commission of the State Council, China Council for the Promotion of International Trade (CCPIT), State Intellectual Property Office, and Beijing Municipal Government, and is organized by CCPIT Beijing Sub-council, will be held in Beijing between May 21^st and 26^th, 2013. At present, the preparatory work is basically completed. The just-concluded CHITEC Organizing Committee meeting finalized and adopted the overall program of activities for the 16^th CHITEC. Now, entrusted by the Organizing Committee, I will give a brief introduction to friends here about the main activities and preparations for the 16^th CHITEC.

The 16^th CHITEC is a grand international scientific and technological cooperation and exchange event held when a new round of the world’s technological and industrial revolution is in the making and Chinese economy has entered a new historical starting point of innovation-driven development. Taking “Innovation-driven Development through Transformation” as its theme and following closely the strategy of innovation-driven development implemented by the state, the present CHITEC will gather domestic and foreign quality resources and display in a comprehensive manner the latest progress in deepening the reform of the system of science and technology and accelerating the construction of a national innovation system. While displaying the scientific and technological achievements, communicating forward-looking ideas, and promoting project cooperation, the CHITEC will fully promote the docking and optimal allocation of such elements of innovation as technology, information, talents and markets, and actively promote the combination of various elements of innovation with the industrial development needs, market needs, enterprise needs, and R&D needs, so as to bring into better play the role of scientific and technological innovation in supporting and leading economic and social development, helping to build the upgraded edition of Chinese economy.

The main activities of the 16^th CHITEC include: At the opening ceremony cum keynote speech session to be held on May 21 at the Great Hall of the People, the Minister of Science and Technology, senior representatives from international organizations, academicians from the Chinese Academy of Engineering, and responsible members of the central enterprises will deliver speeches on “Mid- and Long-term Plan of Major National Science and Technology Infrastructure”, independent innovation by enterprises, the development strategy of the aerospace industry, and international economic situation respectively. The CHITEC exhibition will be held between May 22^nd and 26^th at the China International Exhibition Center. It will set up 14 themed pavilions including transformation and trading of the achievements of the National 863 Program and technology award winning results; technological innovations by central enterprises; “Beijing Wisdom” new generation information technology innovation and application results; aerospace science and technology; scientific research achievements by universities and research institutes; “Technology-empowered Beijing” innovation achievements; automotive technology; Zhongguancun independent innovation achievements; scientific and technological innovation results by Beijing youth; modern agricultural science and technology, the national provincial science and technology innovation and achievements trade; innovations by science and technology parks; and international innovative science and technology. Among them, displayed for the first time at the CHITEC will be the nearly 100 achievements in the National High Technology Research and Development Program (the 863 Program), the application results of manned space flight and space science and technology that represent the supreme level of the country’s science and technology, and the latest research results by dozens of national key universities and research institutes.

The CHITEC will hold 8 high-end forums, including Forum on China’s Finance; Forum on China’s Energy Strategy; Forum on the Development of China’s Circular Economy; Forum on the Development of China’s Emerging Strategic Industries; Forum on Zhongguancun Innovations; Forum on Technological Innovation and Urban Management; Forum on China’s On-line Education; and Forum on Intelligent Cities. Finance serving the real economy, energy-saving, emission reduction and circular economy, construction of ecological civilization, fine-tuned city management, on-line education and intelligent cities become hot topics of the CHITEC forums.

The CHITEC will hold 11 specialized promotion and trading activities, including the promotion of scientific and technological achievements and business cooperation projects; investment and financing cooperation fair for science and technology projects; seminar on circular economy and promotion of energy-saving and emission reduction technologies and major projects; promotion of technological services for the validation and comprehensive evaluation of domestic detection instruments and equipment; matchmaking service for CHITEC exhibitors; series of promotion and contract signing activities by delegations from various provinces, autonomous regions and municipalities; promotion of key industrial parks and investment fair by Hunan province; promotion of high-tech zones and project investment invitation fair by Fujian province; project financing fair by Beijing’s West Beijing science and technology enterprises; and promotion of science and technology cooperation projects and contract signing ceremonies; with a view to vigorously promoting the transformation of scientific and technological achievements and the docking of industrial cooperation projects.

Compared with the previous sessions, the present CHITEC highlights innovation drive, high-end leadership and pragmatic services, with prominent features in the following six aspects.

 

The present CHITEC will highlight the supporting and leading role of technological innovations in such aspects as coping with international financial crisis, boosting the development of emerging strategic industries and accelerating the transformation of the mode of economic development. A number of breakthroughs in common and key strategies and the latest scientific and technological achievements in the emerging strategic industries will become the main body of this year’s CHITEC exhibition. Exhibition of the achievements of the National 863 Program, which will appear at the CHITEC for the first time, will put on display the major equipment and key products from the science and technology sector in recent years through strengthening the high-tech research and development, integrated innovation and demonstrative application, seizing the commanding height of cutting-edge technologies, and making breakthroughs in a number of core and key technologies. It focused on the 94 advanced scientific and technological achievements that have made breakthroughs in the key technologies in the five areas of information technology, biological and medical technology, advanced manufacturing technology, advanced energy technology and modern agricultural technology. A number of scientific and technological innovations and projects that belong to major national science and technology projects or are No. 1 in China and the world will make concentrated appearance. China Aerospace Science and Technology Corporation, which will attend the CHITEC for the first time, will display the latest achievements in such fields as manned space flight and lunar exploration project, global Beidou navigation system, high-resolution earth observation system, carrier rocket, and application satellites, and breakthrough results in such emerging strategic industries as energy saving and environmental protection, new energy, new materials, high-end equipment manufacture, and space biology. Major national science and technology projects undertaken by such central enterprises as China Huaneng, China Electronics, and China North Industries will make their appearance at the CHITEC for the first time, including the world's first modular nuclear power plant with high-temperature gas-cooled reactors by Huaneng; Huaneng Tianjin IGCC demonstration power plant with independent R&D core technology which is China's first coal gasification combined cycle power plant; and China's first super 400℃ solar thermal power generation science and technology demonstration project.

Forum on the Development of China’s Emerging Strategic Industries will, from such aspects as independent innovation and international exchange and cooperation, explore the development road of China’s emerging strategic industries. Well-known experts, scholars and multinational corporation executives from home and abroad will conduct in-depth exploration of the development trend of emerging strategic industries in the context of the global economic slowdown, focusing on such topics as “Multinational corporations stepping up the layout of China’s emerging strategic industries”, “Development and prospects of China’s high-end equipment manufacture”, “Development and innovation in a new generation of IT industry”, giving advice and suggestions to the development of China’s emerging strategic industries and the transformation and upgrading of traditional industries.

 

The present CHITEC will, from multiple perspectives, showcase the latest progress of the construction of the national innovation system. Achievements in the national innovation system, which are guided by the market, taking enterprises as the main body, with integrated combination of production, education and research, will become the highlight of the present CHITEC. Exhibition of scientific research achievements by universities and research institutes, which makes its first appearance at the CHITEC, will gather more than 120 scientific and technological achievements of more than 30 universities and research institutes, such as Tsinghua University, Peking University, Fudan University, Zhejiang University, Biological Institute and Institute of Geographic Sciences and Natural Resources of Chinese Academy of Sciences, including projects and results of National 863 Program, 973 Program, national science and technology support programs, and State key laboratories.

Zhongguancun Science and Technology Park, which has displayed its latest independent innovation achievements at the CHITEC for 15 consecutive years, will highlight its latest achievements in such areas as integrating resources, building platforms, innovating systems and mechanisms, creating a favorable environment for innovation and entrepreneurship, gathering high-end elements of innovation, and promoting the aggregated development of emerging strategic industries, including such emerging advantageous industries with great potential in Zhongguancun as the next generation Internet, mobile Internet, energy saving and environmental protection, high-end equipment, as well as a number of innovative technologies, products and overall solutions guided by such concepts as “green”, “intelligent”, and “ecological”.

 As the main force in building an innovative nation, the central enterprises have made their overall appearance at the CHITEC exhibition for 3 consecutive years. At the present CHITEC, China Huaneng, China Electronics, China North Industries, China Aerospace Science and Technology, China Aerospace Science and Industry, COFCO, and State Power Environmental Protection Science and Technology Group will put on display their major achievements of independent innovation that have been leading technological progress and industrial upgrading in such industries as the new generation information technology, equipment manufacturing, aerospace engineering, application of aerospace technologies, nuclear power technology, green coal power generation, solar thermal power technology, energy saving and environmental protection, and the development of renewable energy, promoting the transformation and application of the research results. Among them, China Electronics Group will focus on displaying the new technologies, new products, new equipment and application results in the field of information security, highlighting the integrated circuit, safe computer, basic software and application software products, as well as information security solutions in such areas as emergency command, public security, cloud safety, e-government, traffic safety, security chip, and mobile payment. China North Industries Group will showcase in a concentrated manner such new technologies and products that play a leading role both at home and in the world in such fields as heavy vehicles and equipment, fine chemical raw materials, photoelectric information and emergency environmental protection, including 360 vertical extrusion machine, large horizontal lathe, Beidou application system, its new artificial weather influencing system, and vehicle-carried thermal imager.

The present CHITEC will highlight the display of the new pattern of regional innovative development with distinctive local characteristics, continuing to build a platform for the win-win situation of industrial cooperation and technological transfer between various provinces, autonomous regions and municipalities. 18 provinces, autonomous regions, municipalities and cities specifically designated in the state plan, including Tianjin, Hebei, Shandong, Shanxi, Jilin, Inner Mongolia, Shaanxi, Guangdong, Guangxi, Guizhou, Xinjiang, Sichuan, Fujian, Ningxia, Tibet and Qingdao, Ningbo, and Shenzhen, will put on an overall exhibition of the new achievements of economic transformation during the “12^th Five-Year Plan” period by relying on the advantageous and emerging industries, publicize and promote the major cooperative projects with local features in industrial transformation and upgrading and developing emerging strategic industries under the strategy of innovation-driven development. The trade promotion activities of the present CHITEC have received hundreds of key industrial cooperation projects reported by such provinces, autonomous regions and municipalities as Shaanxi, Guangxi, Hebei, Henan, Shandong, Jiangsu, Anhui, Zhejiang, and Xinjiang, seeking regional and international cooperation, covering such areas as new materials, new energy, precision instruments, petrochemical engineering, bio-medicine, electronic information, modern manufacturing, and modern agriculture, most of which are key industrial cooperative projects during the“12^th Five-Year Plan” period. Hunan province will, for the 5^th consecutive year, hold “Promotion cum Investment Fair of Hunan (Beijing) Key Industrial Parks”, taking “Opening up and rising through green development” as its theme, and promoting the major parks and key enterprises, inviting investment for project docking. Fujian province will hold “Promotion of Fujian high-tech parks to invite project investments” to promote Fujian high-tech parks for docking negotiations and inviting domestic and foreign investment. Being the first in creating a national demonstration city for e-commerce, Shenzhen will bring "Fukuda Meilin international e-commerce industrial zone" to the CHITEC. Qingdao will launch an “incubator construction project of ten million square meters”, and at the same time its “Blue Silicon Valley” will invite investment from domestic and foreign high-tech projects.

Exhibition of “Technology-empowered Beijing” innovation achievements will give an overall appearance to the 25^th anniversary achievements of high-tech enterprise incubators and the six industrial projects of new generation mobile communications (4G project), Beijing leapfrog technological development project of its high-end CNC equipment industry (precision machinery project), Beijing leapfrog development project of its biomedicine industry (G20 project), the ten major diseases research programs of the capital city, Beijing new energy vehicle demonstration project, and the Beijing project for the rapid upgrading of its nanotechnology industry, as well as winners of the science and technology progress award, Beijing national modern agricultural science and technology city, and achievement in the integration of science, technology and culture. It will focus on the concentrated display of more than 140 major frontier science and technology achievements and projects including high-end CNC equipment, intelligent equipment, 3D printing, new energy vehicles, and “4G project”, “Beijing industrial park for nanotechnology”, and the Changping, Shunyi and Tongzhou international seed industry science and technology demonstration park of “Beijing national modern agricultural science and technology city”, giving a comprehensive display of significant achievements and development trend of clustering development of Beijing’s innovative science and technology industries.

 

The construction of ecological civilization will receive full attention at the present CHITEC, which will widely spread the idea of ecological civilization through a series of major scientific and technological achievements. Exhibition of Circular Economy and Energy-saving, Emission Reduction Technologies will focus on the display of new products and technologies of energy saving and emission reduction, green environmental protection and comprehensive utilization of resources developed in recent years such as intelligent streetlight saver, series of LED indoor lighting lamps, industrial digital automatic control energy-saving solutions, and industrial grade solar steam patented technology.

Three out of the 8 forums of the present CHITEC will directly face the topic of ecological civilization, exploring the development path of China’s ecological civilization from multiple perspectives of energy strategy, development of industrial parks and circular economy. Forum on China’s Energy Strategy will take “advocating the harmonious development of energy to promote the construction of ecological civilization” as its theme, conducting specialized discussion on energy-saving and emission reduction in such areas as iron and steel, nonferrous metals, petroleum and petrochemical products, and the construction, transportation, comprehensive management and intelligent development in the construction of new-type urbanization. Analysis of the development potential and strategic planning for China’s unconventional shale gas, unconventional oil and gas, analysis of China’s CBM recoverable resource potential and enhanced recovery technology, the construction of China’s gas pipeline and branch pipeline network become hot topics. Forum on China’s Circular Economy will explore the road of integrated development of circular economy and ecological civilization, focusing on green development, circular development and low-carbon development. Its topics will cover the construction of ecological culture, development of ecological industries, energy-saving and emission reduction, system linking technology and waste recycling technology. Forum on Zhongguancun Innovations will, focusing on ecological civilization and closely related to the reality of the rapid development of the economy and technology in the Park, explore the countermeasures for grasping the advantageous position in the industry around such topics as adjustment of China’s industrial structure, innovation of systems and mechanisms, and upgrading the innovative ability of the Park and its high-tech enterprises.

 

The present CHITEC highlights the organic integration of exhibition, forums and negotiations, paying more attention to intensive development, strengthening its pragmatic services, striving to create a cooperative platform for trade negotiations of the entire industrial chain. At the CHITEC exhibition, a large number of key industrial parks and projects at the national, provincial, autonomous regional and municipal levels will be launched. The Office of the CHITEC Organizing Committee will integrate business promotion and exhibitor resources to provide all-in-one services for exhibitors in exhibition, project promotion and trading. During the CHITEC, a large number of specialized project promotion and contract signing activities by various provinces, autonomous regions and municipalities will be held. Investment and Financing Cooperation Fair for Science and Technology Projects will witness the joint participation of such industries as project research, guarantee companies, venture investment, banks, and legal services, building a platform for the docking of technological companies and technological projects with investing and financing institutions, so as to promote the integration of science and technology with finance and facilitate the industrialization of scientific and technological achievements.

 

The role of science and technology improving people’s livelihood, and technological achievements entering the lives of the people will be further presented at the present CHITEC. Exhibition of “Beijing Wisdom” New Generation Information Technology Innovation and Application Results will, gathering nearly 100 enterprises including China Mobile, China Unicom, BOE, Peony Electronics, through the six pavilions of intelligent living and working areas, energy saving and environmental protection, urban safety, intelligent traffic and informational infrastructure, showcase application achievements that are closely related to people’s daily life such as intelligent transportation, intelligent community, intelligent home, intelligent office, and robots, 3D printing, application of energy-saving and environmental protection devices, food quality tracing, city emergency, digital entertainment and 4G network. During the exhibition, such intelligent interactive products as the digital media art work “Living in Fuchun Mountain”, 100 inch extra large screen laser TV, the first high-end RAETON car with in call intelligent traffic system, interactive intelligent robot, interactive large screen, and driving simulator will let the audience experience the wonderful life brought by technological innovations. The pavilion of “Intelligent Life” in the Exhibition of Zhongguancun Independent Innovation Achievements will launch a number of innovated technologies, products and comprehensive solutions led by such concepts as “green”, “intelligence” and “ecology”, through such modes as interactive experience, scene simulation and web surfing to vividly interpret the concept of “intelligent life and ecological home”.

Forum on China’s On-line Education, which is held for the first time, will take “the future of on-line education—information sharing and specialization” as its theme, paying special attention to improving the employment skills of university graduates. It will, from different aspects of universities and enterprises, explore the advantages of on-line education in sharing, convenience and low cost, providing complement to higher education and enterprise training, bridging the gap between the two in talent cultivation, so as to improve the employability of graduates. High-end Forum on Intelligent Cities will focus on improving people’s livelihood, highlighting such areas as smart government, smart medicare, smart transportation, smart grid, smart logistics, and Beidou applications under the background of mobile Internet, Big Data, Internet of Things with a view to promoting the fast hatching of smart applications so as to enable the results to truly benefit the people’s livelihood.

 

The preparatory work for the present CHITEC is basically completed. Eleven international organizations including OECD, the World Association of Savings Banks, the World Bank Group, the International Solar Energy Society, International Environmental Action Council, International Energy Saving and Environmental Protection Association, the euro 50 Group, Independent Power Producers Association, the International Society of Automotive Engineers as well as more than 50 governmental, technological, industrial and commercial delegations from over 20 countries and regions including the United States, Britain, France, Germany, Korea, Singapore and Hong Kong will make a special trip to attend the CHITEC. More than 30 provinces, autonomous regions and municipalities from home will organize delegations to fully participate in CHITEC activities. The CHITEC exhibition is about to enter the stage of booth arrangement. More than 2000 high-tech enterprises, universities and scientific and technological research institutes, as well as national high-tech industrial parks and economic development zones will participate.

Background Information:

Since its inauguration in 1998, with the close attention from the international community and the joint participation by the governments and production, education and finance circles from various provinces, autonomous regions and municipalities nationwide, the CHITEC has been successfully held for 15 sessions, producing widespread influence in science, technology, and industrial circles both at home and abroad. The CHITEC has become the most authoritative national and international iconic platform and a unique brand expo for domestic and foreign high-tech enterprises and related industries to showcase their latest technologies, seek cooperation opportunities, harvest cutting-edge ideas, convey industrial information, and link up industrial cooperation. In the past 15 years, 856 governmental, science, technology, economic and trading delegations from more than 100 countries and regions made a special trip to attend the CHITEC. More than 26,000 domestic and foreign high-tech enterprises launched their latest technological achievements through the CHITEC. People who came from various circles to visit, conduct negotiations and seek cooperation reached 4.314 million. During the 15 sessions of the CHITEC, more than 1000 high-end forums and specialized exchange activities under 186 topics were held, which became one of the hottest spots of the CHITEC because of their forward-looking, authoritative and high-level characteristics. 4315 well-known domestic and overseas scientists, economists, Nobel Prize winners, executives of the global top 500 enterprises, high-level decision makers from the world’s famous financial and investment institutions came to the CHITEC to deliver speeches. A total of 157 sessions of multi-level, wide scope, bilateral and multilateral project matchmaking negotiations were conducted, involving domestic and overseas investment cooperation, technological trade, Olympic business opportunities, major projects in urban development, government procurement, and auction of technological achievements. More than 97,000 enterprises from home and abroad participated in the negotiations, with 4829 contracts, agreements and letters of intent about domestic and foreign joint ventures and cooperation, technological trade and trade in goods signed, having a total amount of 586.852 billion RMB. The CHITEC has been a strong impetus to the process of the commercialization, industrialization and internationalization of China’s scientific and technological achievements, promoting the international cooperation and the trading of technological achievements in the high-tech field, and timely releasing and conveying the positive energy of China’s scientific and technological innovation, which has a positive effect on the development of China’s high-tech industries, upgrading its independent innovation capability, and accelerating the construction of an innovative country.
